Here’s an overview of the Hawaii District licensure process:


All ministerial applicants seeking licensure with the Hawaii District must first register at Ministry Central, complete a standardized ten-course credentialing series for their desired license level, and then submit both a digital application and proof of course completion at least 30 days before the next district board meeting. Licenses are granted at three tiers—Local License, General License, and Ordination, each reflecting increasing levels of responsibility and doctrinal breadth within the United Pentecostal Church International.



1. Register at Ministry Central

Begin by creating a free account at Ministry Central:


  • Go to ministrycentral.com and click “View All Courses” or “Ministerial Credentials”.

  • Complete the user-registration form and verify your email address.  




2. Complete Required Reading

At every licensing level, applicants must:


  • Read the entire Bible.

  • Read the Manual of the United Pentecostal Church.          UPCI Manual




3. Enroll in and Finish the Ten-Course Credentialing Series

Go to: https://ministrycentral.com/course-category/upci-ministerial-credentials

to start your Licenses Minister Journey. Select the learning track that you want to start:

UPCI Local License

UPCI General License

UPCI Ordination


Each license level has its ten-course series (courses purchased individually):

  • Local License Series (10 courses).

  • General License Series (10 courses).

  • Ordination Series (10 courses).

  • Each course includes: reading the prescribed textbook, viewing six video modules, and passing a 20-question assessment.  




4. Receive and Compile Your Certificates

  • Upon passing each course, you’ll get a certificate of completion.  

  • After all ten courses are finished, print your transcript showing your grades. 

    (This must accompany your application and be submitted to the district board before your official meeting for approval.)




5. Submit Your Digital Application

  • Apply online at wa.upci.org  .

  • Attach your transcript and certificates.  

  • Ensure your full application—including Ministry Central courses and digital forms—is completed at least 30 days before a scheduled district board meeting.  




Understand License Levels

  • Local License: This authorizes you to minister within a single congregation under a supervising pastor. It is ideal for lay ministers and those beginning formal ministry.

  • General License: Grants permission to serve in multiple churches, teach, and officiate weddings; suited for itinerant ministry and broader teaching roles.

  • Ordination: The highest credential, empowering you to found churches, ordain other ministers, and assume district or national leadership positions.













By following these steps—registering at Ministry Central, completing reading and ten-course requirements, submitting your digital application at wa.upci.org, and meeting the 30-day deadline—you’ll be on track to receive your ministerial license with the Hawaii District.
